NPC items with only 4 slots

At NPC, all equipment have only 4 slots(they appear as 7 but once you drop and pick or relog, it goes back to 4).

Generally they aren't really used for more than 4 slots but i would like to ask to a FIX for at least the shields, 45(for strikers) and level 65 int and normal as we don't have 70 shields...
