LVL 70 Legendary Armor NOT Working

I try to follow this instruction on forum about "create a LVL 70 Legendary Armor" but its not working asweel. anyone can help??

Legendary isn't in-game right now that's why.

u need use rare B weapons/armor with same nombers of slots to get rare C

i noticed that u dont have enough desina...forum says u must have 300 million in your inventory...

thats not the problem its about the color of ores , i changed to black ore and its working to build BUT the type C armor do not working his extra status , just got a orange name and nothing else more.


Admin can you fix it?
